This year has brought about a lot of additions and amendments to criminal law legislation in North Carolina.  Here is a list of some of the most notable changes to the criminal law scheme in North Carolina.

1.)  Cyber bullying of a school employee by a student is now a new offense

2.) Filing a false lien or encumbrance against a public official is now a new offense

3.) Habitual misdemeanor larceny is now a new offense

4.) Forfeiture of public employee retirement benefits if convicted of specific crimes has been expanded

5.) Broadened authority to expunge nonviolent offenses, encompassing both misdemeanors and felonies

6.) Local forensic labs now have an extension, from October 1, 2012 to July 1,2013, to receive accreditation and certification

7.) Procedures for hearing motions for appropriate relief in noncapital cases has been revised

8.) The move-over law, which requires drivers to move over or slow down when an emergency or public service vehicle is parked or standing within 12 feet of a roadway while giving a signal has been expanded to include in the definition of “public service vehicle” utility service vehicles and highway maintenance vehicles with amber-colored flashing lights.
